Shadowmen of Ba'Renard
The scary boogymen of the Baylon armies. They allegedly come from the nightmarish Ba'Renard island far across the Broken Ocean. Allegedly. How they got to Balon or why they are working for the Council is anyone's guess. Of course they could be a product of Zevonese splicers or just some other monster. Ba'Renard spooks works well for the Council though. Fear is a powerful weapon.
